La idea principal de la ponencia se centr\u00f3 en el establecimiento de un sistema integral de rescate de emergencia, que incluye la monitorizaci\u00f3n de cat\u00e1strofes, la realizaci\u00f3n de rescates, la reconstrucci\u00f3n de zonas da\u00f1adas y la compensaci\u00f3n de p\u00e9rdidas, entre otras medidas.
